The SSSC began registering the following groups of workers:
- managers of schools hostels, the two residential special schools previously excepted from regulation by the Care Commission and independent board schools from November 2009
- workers with supervisory responsibilities from April 2010
- house staff Register will open from 1 November 2010
The Scottish Government has introduced required registration for all workers in Residential School Care Accommodation. The dates are as follows:

To register a worker must satisfy the criteria for registration. This includes holding the appropriate qualifications for the job they do and being able to evidence good character.
Applicants for registration who do not hold the required qualifications may, if they meet all the other eligibility criteria for registration eg evidence of ‘good character', be granted registration subject to the condition that they achieve the required qualifications within a specified period which will normally be three years when they apply for re-registration.
