The Council oversees the work of the Scottish Social Services Council (SSSC), working together to achieve the corporate vision. The Council is made up of a Convener and nine Members, all of whom are appointed by Scottish Ministers through open competition. Members come from a wide range of backgrounds in the field of social care, including carers, those involved in service delivery, professional bodies and those delivering education and training for the social service workforce. The Council works to the six core principles set out in the Good Governance Standard for Public Services.
- Focused on the organisation's purpose and on outcomes for citizens and service users.
- Performing effectively in clearly defined functions and roles.
- Promoting values for the whole organisation and demonstrating the values of good governance through behaviour.
- Taking informed, transparent decisions and managing risk.
- Developing the capacity and capability of the governing body to be effective.
- Engaging stakeholders and making accountability real.
The Council has established several committees, each one focusing on different areas of responsibility for the SSSC such as conduct, finance and auditing. The quarterly Council meetings are held in public and we would encourage anyone interested in our work to come along. Professor James McGoldrick
James McGoldrick was appointed as Convener of the Scottish Social Services Council in August 2013. He was Chairman of the Fife NHS Board and Vice Chair of the Fife Community Planning Partnership Board until the end of April 2013. He has also served as a Member on the NHS National Services Scotland board and Scottish Higher Education Funding Council. He was the Vice Principal of the University of Abertay and Professor of Human Resource Management at Nottingham Business School. He is a Chartered Companion of the Chartered Institute of Personnel and Development (previously serving as Vice President) and retains an active academic interest in strategic Human Resource Development (HRD). He is a leadership and management consultant in health and higher education and a Key Associate of the Leadership Foundation for Higher Education.
Before taking up her post as the Chief Executive of the SSSC in November 2009, Anna Fowlie worked for the Scottish Government, leading a team focused on improving outcomes for looked-after children. In that role, she worked closely with local authorities and other services to raise awareness and aspiration for children and young people in public care. Anna came to that post from COSLA, the Convention of Scottish Local Authorities, where she was team leader for children and young people, lobbying on behalf of local government on all policy issues relating to education and children's services with a lead role on the social services workforce.
Originally from Inverness, Anna has an honours degree from Edinburgh University in the History of Art. She is a chartered member of the Charted Institute of Personnel and Development and before joining COSLA had worked in human resources in local authorities for 18 years.
Paul Dumbleton has wide experience of social care in both his personal and professional lives. For 10 years, until 2012, he was Chief Officer and Registered Manager of PLUS, which supports children and young people with disabilities and their families in Forth Valley. Before working in the voluntary sector he taught for 20 years in the school, further education and university sectors. Paul is currently a member of the board of the Mental Welfare Commission for Scotland, a member of Social Security and Child Support Tribunals and an independent grant assessor. His personal experience of social services arises from being an adoptive parent and having a daughter with a learning disability. He lives in Stirling with his wife and has three adult children.
Appointed as Chair of the Care Inspectorate on 16 April 2013, Cllr Paul Edie has served as a Liberal Democrat Councillor in Edinburgh since 1994. From 2007 he served as Convenor of Health, Social Care and Housing Committee, and as a Non-Executive Director of NHS Lothian for that time. He was also a Member of the Lothian and Border Community Justice Partnership. Before becoming a full-time councillor, Paul worked with the Scottish National Blood Transfusion Service, mainly in quality assurance.
Audrey Cowie has over three decades of experience of working in the public sector, with senior roles in healthcare, clinical practice, operational management, education, regulation and quality. She was the professional adviser to Scottish Ministers on regulation of the healthcare professions and standards for the NHS Scotland workforce. Since 2011 Audrey has been self-employed, providing independent advice on regulation, governance, professionalism and health workforce issues. She is a Board Member with the General Teaching Council for Scotland and a quality assurance Lay Panel Chair with the General Dental Council. She has an enduring interest in public protection and serving the public interest.
Forbes is an experienced local government officer having held a number of senior posts in chief executive services, education and community services and children's services. He is also a qualified teacher and has used a wide range of strategies across public services and in the private sector to develop his expertise as a transformational change and improvement specialist. He has also worked closely with chief officers and elected members to develop policy and deliver strategic approaches to the sustainable provision of quality services in both local and national contexts. He now focuses on the delivery of excellence and seeks to ensure that those he works with deliver the best possible outcomes that have a positive impact.
Lorraine is a human resources and project management professional with a private sector background. She is a Member of the Employment Tribunals Service, and sits on the Rights of Audience Committee for the Law Society of Scotland. In 2011, Lorraine was Regional Manager for Scotland’s Census in the West Lothian and Falkirk council areas. She has a BA(Hons) in Marketing with Russian and French from Strathclyde University, and spent a year at Kazan State University in Russia. Lorraine has helped to care for her mother for some time, and is a member of Alzheimer Scotland.
Harry began as a trainee social worker before completing his professional training in 1978. In 1996 he graduated from Strathclyde University with an MSc (Advanced Professional Studies) and in 2007 received a Diploma in Public Sector Collaboration Leadership from Lancaster University. Harry brings to the board experience of working to consolidate improvement in performance, with a particular focus on personalisation of services for children, adults and older people. Harry is also a former Secretary of the Association of Directors of Social Work and remains a member of the Executive Committee, representing the Association on a number of national groups.
Joyce brings to the board experience from the education and third sectors. Joyce was previously Professor and Head of the School of Applied Social Studies at The Robert Gordon University from 1993-2011. Joyce has also been Director of Inspiring Scotland and Director/Trustee of VSA/Aberdeen and Aberlour.
Andrew is a registered mental health nurse and has worked in the fields of mental health and addictions for 25 years. He has a special interest in the provision of integrated care for people with complex needs and spent three years working on secondment at Scottish Government developing evidence based guidance for commissioners, managers and practitioners. In 2005 he set up a research and consultancy company specialising in addictions. Andrew brings particular skills in service evaluation, organisational change, audit and research. He is a clinical tutor in substance misuse for the Royal College of General Practitioners (Scotland) and is a judicial member of the Mental Health Tribunal for Scotland.
Dame Anne Begg
Dame Anne Begg was a secondary school teacher in Angus for 19 years. She was an active member of the Educational Institute of Scotland (EIS) and in 1995 was elected to the General Teaching Council for Scotland. In 1988 she was the Disabled Scot of the Year. Between 1997 and 2010, Dame Anne was the Labour MP for Aberdeen South, the only permanent wheelchair user to sit in the House of Commons since 1980. Her political interests included equalities, disability, quality of care and welfare reform. She served on the influential Work and Pensions Select Committee from 2001 and was its Chair between 2010 and 2015. Anne was awarded a DBE in the 2011 New Year's Honours List for services to equal opportunities and disabled people.
