Qualification criteria for phase one registrants - school care accommodation services
The qualification requirements for workers in three specific types of school care accommodation services were not included in the earlier consultation on qualifications for residential child care workers that were agreed by Council in March 2003. At that time, three types of school care accommodation services were not regulated by the Care Commission, these being school hostels, residential special schools run by local authorities, and independent boarding schools. Since April 2005, those services have been brought within the framework of services regulated by the Care Commission.
The Scottish Social Services Council (SSSC) consulted on the qualifications for workers in those services between 16 January 2006 and 7 April 2006 in preparation for the relevant parts of the Register opening in 2009 following the passing of regulations by Scottish Ministers.
Applicants for registration who do not hold required qualifications may, if they meet all the other eligibility criteria for registration eg evidence of ‘good character’, be granted registration subject to the condition that they achieve the required qualifications within a specified period – normally their first three year period of registration.
We will begin registering:
- school hostels
- the three residential special schools previously excepted from regulation by the Care Commission
- independent boarding schools

There is a set of general principles governing the qualifications required.
- Integration of practice and learning.
- Recognition within the Scottish Credit and Qualifications Framework (SCQF)
- Importance of underpinning knowledge and a value base that is consistent with the Code of Practice for Social Service Workers.
