Qualifications criteria for phase one registrants – residential child care workers
In 2002 the Scottish Social Services Council consulted widely on the qualifications
criteria required for workers in phase one of registration. The comments and
feedback received were taken into consideration and the final qualification criteria
have been set. This information sheet sets out the qualifications required by
residential child care workers, residential child care workers with supervisory
responsibilities, managers of residential homes for children.
Applicants for registration who do not hold required qualifications may, if they
meet all the other eligibility criteria for registration e.g. evidence of ‘good
character’, be granted registration subject to the condition that they achieve the
required qualifications within a specified period which will normally be three years
when they apply for re-registration.
We will begin registering:
- managers of residential child care services June 2005
- residential child care workers with supervisory responsibilities October 2005
- all other residential child care workers from July 2006

Principles
There is a set of general principles governing the qualifications required.
- Integration of practice and learning.
- Recognition within the Scottish Credit and Qualifications Framework (SCQF).
- Importance of underpinning knowledge and a value base that is consistent with the Code of Practice for Social Service Workers.
